I think the rules should be altered specifically the part that says the main ingredient of the cookies must be flour. I'm gluten free and cannot eat anything made with flour without risk of serious illness. This is something that is growing in commonality throughout the world. It should be a factor because when I read those rules after I got an invitation to a cookie exchange I felt as though I should not even go.

If you held a cookie exchange, you could set your own rules and leave the one about the flour out. Then you might have someone bring cookies which are not made with flour, but I doubt it would be more than one or two people. It'd be like going to a candy party and expecting everyone to leave the sugar out.
