Would it be possible to have a cookie exchange with a large group (possibly 35-40)? How would it be set up so that each person isn't required to bake a huge number of cookies?

For large groups, you could separate them in to 2 or 3 smaller groups of around 10-12 each. That way, each participant would only have to make 8 or so dozen cookies.

My fist exchange was huge--we had about 25 bakers, 10 children and even some husbands! We had a blast! I lived in an apartment at that time, so we rented the rec room (a beautifully remodeled room with a pool table for the guys, plenty of room, a fireplace and tons of big comfy furniture--it was beautiful. Anyway, due to the huge number of people, we had to have 6 dozen so everyone would get a sample of each cookie!
I will find the photos and post!!! It was so much fun.
Now my exchanges take place in my home, which is pretty small. We still pack about 15-20 plus kids! Last year I hired a licensed child care worker to watch the kids.

In the past i always arranged the cookie exchanges at work. We would have at least 30 women participating. We had enough cookies for eveyrone to have 2 of everyones batch of cookies.
The only thing is we did not put any rules with it. such as no chocolate chip or no flour cookies.
We have wonderful no bake style cookies- my favorites are the buck eye cookies!
Now i dont work for someone else so I have started hosting cookie exchanges at home with family and friends.
Hope yours turns out well! Good Luck
