Do you mean for your party?
If so this is what I'm doing this year. everyone is e-mailing their recipes to me and i and typing them up and making a nice cover page like 3rd annual cookie exchange with our date. then add cookie recipes as i get them. we add our punch recipe and our finger foods as well. everyone seens to like them. then i will just staple them this year to keep cost down.

I am doing my first cookie exchange this year as well. I am getting everyone's recipes and finding pics of the cookies. I am typing them up and printing them as a double sided printed bookelt. It takes some jumbling to get the recipes to line up right on the correct pages doing the double sided print but it makes it look really nice.

I saw (somewhere) on this board that someone puts all of the recipes on a CD for everyone. I was thinking of doing that this year, and decorating the cover of the case.

This can be as simple or as time consuming as ever.
I would ask everyone to donate $3 dollars and email you their recipes. Purchase clear report covers and some holiday paper. Type each recipe on a single sheet of white paper. Make copies at office supply store. Create cover and print these at home. Collate, and package and have ready for the party!

My first cookie exchange I spent a kazillion hours (after the party) putting together recipe books. They were adorable. For the covers, I used holiday plastic placements cut down to size (about 4 x 6). After that I considered doing recipe cd's. The feedback I got from my friends was that the books were treasures - but they would be just as happy if I emailed the recipe document. I love it this way because (1) I save a boatload of time by just sending an email and (2) everyone gets the recipes within days of the party and has a chance to bake some of their new cookies!

I am putting my book together today. Everyone emailed their recipes to me. I imported a picture of them from last years party at the top of the page that has this years recipe on. I did this for everyone and so they will see a picture of each girl at the top of their recipe in the booklet. For the cover I had 10 prints made of the group picture from last years party. I printed each page out and punched holes in for a ribbon to tie the booklet together. I bought a packet of paper from the Flower Factory last year that contained textured paper for the cover and also some really nice stickers and holiday die-cuts that I glued on some pages throughout the booklet. I think I only paid about $2 for the packet. I put some stickers on the cover above and below the group picture. They really liked it last year and so I will do this every year. I did like the idea of sending them an email copy of the recipes. Two girls do not have computers so I would have to print out a copy for them.

If you are looking to make a booklet (one sheet of paper printed double-sided and folded in half, yielding 4 pages), it is really easy to format this in either Microsoft Word or in Microsoft Publisher.
In Microsoft Word, if you open the Margins tab in the Page Setup and select Book Fold in the Multiple Pages field you will be able to type up your recipe book in the order that you would like the final product to look.
In Publisher just select a blank project in Booklet format.
I am not familar with any other word processor or publishing programs, but I am sure the process would be similar.

I've made cookie recipe books each year. A 12 x 12 inch scrapbook cardstock sheet cut into thirds yields 3 covers that are 4" x 12" (fold in half for a final 4 x 6 size). Trim 8 ½ “ x 11” white card stock for the interior pages, and 1 sheet will make 2 page inserts at 3 ¾” x 11” each. When folded one sheet will equal 8 sides. Cut as many as will accommodate your planned recipes). Holepunch the center fold (remember to align the inside pages and cover, as the inside pages are slightly smaller), thread bright ribbon thru the holes and tie on the outside. Attach a bell or embellishment, and decorate the front. Tell the ladies to bring their recipes on a 3 x 5 card (printed on front sides only). Recipes are stacked next to the cookies and the ladies pick them up when they gather their cookies. Then they glue them into their books sometime before the end of the evening. We take a group photo that I e-mail to them to print for the back cover of each year's booklet.
